Is the following sentence grammatical?

It is an important matter that he see a doctor.
 
Yes. It's the subjunctive mood being used, because this is a demand or a suggestion. That's why it says "see" and not "sees."
 
I might say:

It's important that he see a doctor.

Or:

He needs to see a doctor.
