Is it correct to say "It is time to be leaving"? Is the "to be leaving part" correct grammatically?

I would say:

It's time to leave.

I agree. For me, the sentence would be slightly more natural if the infinitival clause had an overt subject:

It is time for us to be leaving.
It is time for us to be getting on our way.


With the overt subject of the infinitival clause and use of the progressive within that clause, those sentences seem to me to speak of the importance of their initiating, or being actively involved in, the act of leaving in a given situational context.
