I think sometimes even if the meaning is passive, we can still use the active voice.

I've come across somewhere that it is possible to say

This composition needs proofreading. ?

I hope this sentence "this needs to be proofread" is still correct. haha

Any tips on this? when should we use the active voice for the passive meaning as well?

In your example, either one is fine.

My printer is broken. It needs fixing.
My printer is broken. It needs to be fixed.

That cheese has been in the fridge for over a month. It really needs eating.
That cheese has been in the fridge for over a month. It really needs to be eaten.
