Yes they're grammatical, but they don't say the same thing as "It is said that etc", so they can't be potential answers to that question.
"It is said that" means "It is generally believed (by most) that". Here, "it" is a dummy subject.
On the other hand, the "it" in "it says that" or "It is saying that" is generally not a dummy. It refers to something concrete.
