Yes and no.

I probably would not just say "it's hot" by itself.

I might say, "it's getting hot in here" or something like that.

That is a different sense of difficult and tense.

If a situation is "hot" it can mean people are getting angry. Think about phrases like "hot temper" and "heated conversation".
