Meliss, instead of turning your entire quote into a hyperlink (some people here won't click on links), it would have been simpler to write something like "Taken from Wikipedia" after your quote.

Yes, it's referring to the EU's legally established requirements for displaying the CE symbol. It's not a well constructed sentence.

In other words, EU law has certain requirements for displaying the CE marking on a product. Namely, it must be displayed in a manner which is easily visible, easily read, and can't be removed from the product.
 
There are specific font and line weight requirements too.
