What meaning of 'warrant serious consideration' should make sense in this context?

Before the property of a taxpayer is levied by the government, the matter should be thought through carefully. To warrant, in this case, is to justify or give reason for an act. Property, both real and personal, is held in high regard in the US and the taking, or levying, of property is not to be done without justification and without trying other methods of collecting taxes.
