Neither one is correct.
Most of the world's water is in a liquid form.
Technically, this statement should be written this way - Most of the world's water is in a liquid state.
There are three states a material can be in: gas, solid, and liquid. Water can be: steam (gas), solid (ice), and liquid (water).
