It happened when Jiye Seong-Yu, a 29-year-old Korean interpreter who lives in the Netherlands, was biking the 10 minutes home from the Monday dance class she looks forward to every week.

I know the meaning of "look forward to" but I don't understand which meaning is used here. Please explain it to me.

It means she likes her Monday dance class. Is "She always can't wait for her next Monday dance class" correct?

Side question: Why is look forward to so frequently tested in exams? Is it the unusual to -ing construction?
 
There are quite a few of these verbs that take the geround.
Off the top of my head: object to, admit to, confess to, dedicate to, devote to, commit to, adjust to, so on and so forth.

It sure seems wrong to me. Especially the "always can't" part.
