Are we supposed to use "loud" or "loudly", here?

Use loudly, the adverb, to modify speak.
Addendum: My basic Oxford American Dictionary accepts loud as an adverb. This wouldn't be my choice.

It's an accepted phrase that means "read with a voice." It is not concerned with the volume of the voice.

This is another addendum to my first response. After I saw your post yesterday, I checked the Oxford Advanced Learner's Dictionary. They accept loud as an adverb but label it "informal." It is frequently heard in spoken English but, as I've said, it wouldn't be my choice; I'd use loudly.
