1. What does this "maneuver" mean? The tranlsation is just "movement", but I guess it is"an act or instance of changing the direction of a moving ship, vehicle, etc., as required. ", but I'm not sure.
2. Is this "notice" from an initiator or a sensor(followers)?

I think so, too, but 1 is more important.
 
1. Yes, the "maneuver" would be the entire school changing direction, like a ship.
2. The "notice" is that they can see the wave of movement coming towards them. The fish right next to the leader fish would get this notice from the leader. The second fish's movement would alert his neighbor, which alerts the third fish's neighbor, which alerts the next neighbor, etc.
 
Thanks. You seem to be saying two opposite meanings, of course either would make sense, but I'd like to know which is
right. I think you are saying the second.
The "notice" is that they can see the wave of movement coming towards them. -(paying attention by followers)
The fish right next to the leader fish would get this notice from the leader - (warning from the leader)
 
A wave has to start somewhere, right? Not all of the fish get their "notice" directly from the leader, but some of them do.
 
1) Maneuver in this sense just means, very simply, a movement. "Wave" is used to mean the spread of the movement to others. The "maneuver wave" is a movement that is started by one fish and then spreads to the others.

2) The "notice" is a message or information, in this case, about what movement to perform. It comes from the first fish, which could be called the initiator, and spreads from that fish to followers or "sensors," some of whom spread it to others.

It is important to keep in mind that here, "notice" is used in a different sense than "He noticed what she was wearing." It is used in the sense of "giving notice," which means to give information or a message.
