Wave one's hand(s) v.s.wave hands

Can wave hands to sb means say goodbye to sb?
Or we have to add one's in the phrase?

"Wave goodbye" is the term.
"She waved goodbye to him."
 
Thank you.
I waved hands to him.
I waved my hands to him.
Are the above the same?Does the term make sense without "my" if it means wave goodbye?
 
No, the phrases you've given don't mean the same.
"I was drowning in the sea, so I waved my hands to the people on the shore." This doesn't mean you're waving goodbye (unless you actually plan to drown).

But I wonder whether waved hands to sb. can mean wave goodbye, too.
e.g. I waved hands to Mom and said goodbye.
Or I must say I waved My hands to Mom and said goodbye.
Is "My" necessary here?
