"this would never, ever happen normally."

Can you anyone explain above sentence meaning, if time permits you?

First, please tell us where you found this quote (the name of the book/piece and the author).
 
Never, ever is just an emphatic form on the word never, like saying absolutely never.
 
marutham, please note that a better title would have been this would never, ever happen normally.
