At the beginning of the pandemic, the federal government prohibited states from kicking people off Medicaid, even if they were no longer eligible. Before the pandemic, people would regularly lose their Medicaid coverage if they started making too much money to qualify for the program, gained health care coverage through their employer or moved into a new state.

Does the tone of "booted" sound deliberately rude to you or does it sound neutral? The word appears to mean "kick hard" - and then it seems to have an intention to sound rude to impress the reader. I am not sure.

As a headline it's just right. (There does seem to be enough space for "the" before "program" ) . I don't see any rudeness.

It's not rude. It's just helping create the impression that the act is cruel.
