Are these sentences correct:

1) John, I can only talk to. But Jeff, I can punish.
MEANING: I can only talk to John, but I can punish Jeff.

2) Time, we can only lose.

MEANING: We can only lose time.

1 is OK.
2 sounds weird. If you make a comparison similar to 1, it might be OK. "Space we can expand; time we can only lose." (I'm not sure what that would mean though!)
 
What does any of it have to do with money?

A minor point: I wouldn't use commas, especially in example 1, where they make the sentences seem incomplete.
