Can I say ''I want to speak more English'' instead of ''I want to speak English more often?''
 
It would probably be okay as the context would make it clear what you mean.

But you should generally always try to say clearly what you mean—if you mean 'more often', then say more often.

Yes, but I would understand each one slightly differently. Context would help, But for me, the first, "...speak more English" means expanding use of your current knowledge of English, whereas "...speak English more often" would mean speaking the language, as you know it, more frequently.

Probably. It's not quite clear what "I want to speak more English" means. It might mean that (a) you want to expand your vocabulary or that (b) you want to speak it more often.

"I want to speak English more" clearly means that you want to speak it more often.
 
"I want to speak English more" clearly means that you want to speak it more often.

It's still not completely clear, though, as more could easily mean 'some more', as in 'for a while longer'.
