Are you talking about the word diaspora as it is used in Russian? Or in English?
In Russian. To be more accurate it is how I use it and other people whom I spoke to using this word. Though it is used very seldom. Those talks happened only after I travelled to Azerbaijan. Did I not travel I might have never uttered that word ever :)
2. Your description of the meaning is like the dictionary says. I understand it well. And I know it is used in Russia in this meaning too and maybe more often.
 
Maybe in Russia they use it that way, but most English speakers are unfamiliar with that meaning and know "diaspora" to mean a scattering of people from their homeland (usually used to refer to the Jews).
