The task is to put the verb in the bracket in the correct tense (it shouldn't be any of the future tenses):

My father __________ me a bicycle for my birthday. (give)

We can use the past simple tense:
My father gave me a bicycle for my birthday.
Beside this answer, can we also use the present perfect tense?
My father has given me a bicycle for my birthday (and I have and use that bike in the present).

Without further context, the simple past, present perfect, or past perfect are all possible.

There is no further context. Only the simple past is given in the answer key.

If this question is an exercise for past simple in your grammar book, then you need to use past simple.

It is an exercise in which students are supposed to choose between past simple and present perfect.

Either tense is possible. It's not a good question.

Do you mean that my question is not good or the one given in the test book?
