I saw this sentence on "Man vs Wild" by Bear Gril with English subtitle on discovery channel, where he used this sentence."He was fighting with a crocodile.while fighting with the crocodile he said,"I am tired. My hands do not work properly.".
so my question is that why he used this sentence in simple present tense(hands do not work) instead of present continuous as in "My hands are not working properly".? Is there any rules where I can use present simple as a short form of present continuous in speech time as in "why do not you play?"(why are not you playing?)?

The subtitle should have read "I am tired. My hands are not working properly".

"My hands do not work properly" and "My hands are not working properly" are equally acceptable.

Can you find the errors in your post?

you mean the two sentences express the same meaning?

Can you mention the situation when i can use these sentences?

Yes, the two sentences mean the same thing.

Whether it makes sense to use a particular sentence depends on context.

Can you [strike]mention[/strike] suggest [strike]the[/strike] a situation when I can use these sentences?

See above.

"My hands do not work properly" suggests an ongoing/permanent problem.
"My hands are not working properly" suggests a temporary or short-term problem.
