Like Rover, I'd say "Either he's/she's right or I am". To use "neither", I'd say "Neither of us is right".

But there exist the phrases like "neither/either... nor/or..." in English. In what situation do you use them?

Americans (except for me) have largely abandoned nor. They nearly always use or with neither.
