What does an Institutional Review Board do with respect to experiments? Does that make sense in this context?

It does. Institutional Review Boards approve experiments involving humans on ethical and legal grounds.

This experiment, being spontaneous and unplanned, would not pass any ethical review.

I am not siding one way or the other, just pointing out the facts. It may or may not be wonderful, but it would not get through a committee.
