"- How much do you think all this stuff cost?
- No, not too much a lot."

If I would just say "no, not too much" or much better (for me) "not too much". Would it be correct?

If "yes", what's the dfference between "not too much" and "not too much a lot"?

I also wonder if the word "cost" is past simple or present simple tense.
In your original sentence ('How much do you think all this stuff cost?') it is in the past tense. In the present tense it would be 'How much do you think all this stuff costs?'

It is incorrect to capitalise the names of tenses.
