Of all sports he played, ...... .

1. he liked tennis least
2. it was tennis which was least liked
3. tennis was liked least by him
4. tennis was disliked by him most


Why not No.2 or No.4? (Answer key: No.1)

There's no reason at all to use the passive there.
 
The beginning should read "Of all the ​sports he played ..."
 
I'd probably also say "... he liked tennis the least", although that's not one of the choices, of course.

For an exam, I would definitely choose "the least" over just "least", but then, your question paper has not provided that answer. With all respect to everyone concerned with the exam, I think the set of questions are terrible. I would really advise you to consult your teacher or principal or whoever responsible.
 
I thought Freeguy said he was going to dispense with this set of dodgy questions.
