What is the difference between these two sentences?

1.Some people believe that hosting major sports tournaments has a profound negative impact on traffic congestion and and crime levels.

2.Some people believe that hosting major sports tournaments has a profoundly negative impact on traffic congestion and and crime levels.

I think both are grammatical, but I don't know which to use ?

You should re-read all your posts before submitting them. Doing so to post #3 would have given you the opportunity to spot the missing space after a full stop, the failure to capitalise the first person singular pronoun "I", and the missing article.
Also note that I have improved your thread title. Titles should be unique, relevant only to your thread and be made up of at least a good part of a sentence you're asking us to look at.

They differ in meaning. In 1, the adjective profound modifies the noun impact. In 2, the adverb profoundly modifies the adjective negative.

a profound impact = This stresses the intensity of the impact
profoundly negative = This stresses the degree of negativity
