"They are good people, but they didn't think about those who were staying at home, of the economic problems of many people who have been hit hard by the lockdown, of the sick people," Pope Francis said Sunday.

There are many "of" in the above sentence. Which part does "of the sick people" to?
 
Both "of"s are attached to "think".

They didn't think about those who were staying at home. They didn't think of the economic problems of people who have been hit hard by the lockdown. They didn't think of the sick people.

In this context, "think about" and "think of" mean the same.
