On A Larger Note

I understand "on a happier note" to mean that the mood of the conversation becomes happier. But recently, I saw this phrase:

"on a larger note"

I could not quite understand this, because it seems to mean the mood of the conversation becomes larger. Please help me!

You say that you "saw this phrase". Can you give us the context, because the meaning is not at all obvious?
Are you sure you didn't mishear "On a lighter note"?

It appears that the speaker is using "larger note" to expand the discussion from the actions of one politician to "any politician".

I haven't seen this phrase before and can't find any other examples in the Corpus of American English.
However, in this context it does seem to mean something like: "Speaking more generally", "Looking at the broader picture".
