"One in ten Americans is/are unemployed."

Should it be "is" (singular) or "are" (plural)?
 
Not a teacher.

One is unemployed.
 
Both singular and plural verbs are possible in British English

"One in ten Americans is unemployed."
"One in ten Americans are unemployed."
