I would use 'a chair' and 'two chairs' in #1 and #2 respectively because 'chair' is a countable noun, but I am not a teacher.

As Matthew said, a chair is a single, countable piece of furniture so "I have received a chair" and "I have received two chairs" would be correct.

However, some furniture is delivered in pieces and you have to assemble it yourself. It is therefore possible for your idea to be conveyed by something like "I would like to make a complaint. I ordered a flatpack chair from your company but I have received only one piece of the chair I ordered. Please send me all the other pieces immediately so that I can build/make/construct my chair".
