They are talking about "Over the rainbow" song of Judy Garland:

They say "When she sings (over the rainbow), she is telling you something of her life. She is still searching over the rainbow"

What's the meaning of "she is still searcing over the window" away from the literal meaning??

The land of Oz is 'over the rainbow'. It's a vibrant land of warmth and wonder where dreams come true, far, far away from the struggles and troubles of the drab, real world. Judy Garland had many personal problems during her life and finally died young from a drug overdose - she never managed to find a place where she felt happy and at peace, 'over the rainbow'.
