What should i use in a sentence,
1. Whoever p*ss me off or Whoever p*sses me off
2. Whoever p*ss me or whoever p*sses me

Forget about 2. In 1. you have a singular and a plural. You would choose according to how many people you are talking about. But I would advise you against using such vulgar expressions in any case.
 
I think whoever goes with the singular.
 
What should I use in a sentence?
1- You should always capitalize the personal pronoun "I".
2- As tedmc has pointed out above, "whoever" takes a singular verb.
3- I fail to see why you chose to ask about that verb in particular. If the point was about verbs that end in "ss", you could have used "miss", "kiss", "press", etc.
 
For me, it's p*sses all the way with those sentences, though I wouldn't use the second as we use off in BrE.
