Paucity of documents

You won't receive your admit card in case of paucity of documents.

Is the phrase paucity of documents correct to signify that someone won't receive admit card if he/she forgets to enclose any required document.
 
"Paucity of documents" does indeed mean a shortage of documents, but the entire phrase would be much more clearly expressed as "If you do not enclose all of the required documents, you will not receive your admittance card".
 
Should it be "admittance card" not "admit card"?
