I am used to seeing: "Photography is prohibited" is phrased/written on the copier at some offices, here in S. Arabia.

Would copy (is) not allowed be OK?
 
If something is prohibited, then it's not allowed. That's right.
Are you really meaning to ask whether "Copying is not allowed on this copier" is OK?
 
Do they mean something like "Don't print or copy photographs on this copier"?

I take it to mean 'The copying of anything is not allowed on this copier', which actually means using this copier is not allowed.
Am I right or wrong? Not a teacher.

It certainly looks that way. Unless you can use the copier to make a cup of tea, or something.
 
It doesn't make any sense to have a copier that nobody is allowed to use as a copier. (Maybe they're only supposed to use it as a place where people eat lunch.)

The most obvious meaning is that copying photographs is not allowed. That would allow copying of text.

Sorry, I am not answering your question, but just wanted to mention that such signs (Photography (is) prohibited) are seen in India at airports and sometimes in/outside temples. So, the first impression I got is photographing the copier or the area around there is prohibited. But that does not make much sense.

That is exactly what the words mean. I don't think it is what the person who wrote the words meant to say. "Photography is prohibited" means don't take phototgraphs. It doesn't mean "don't make copies of photographs."
