Can you tell me if the use of' play a crucial role' is correct in the following sentences?

1)The education level of people plays a crucial role in a country's development.

2) He will play a crucial role in his next cinema project.
 
You are correct.
 
Can I say that in first sentence 'play a crucial role' has a figurative meaning but in second sentence it has real meaning?
 
The meaning is real in both cases.
