[Grammar] Please correct the following sentence

Hello everybody,

Please help me, in proper usage of grammer on the following.

1) 'The power project is being set up by private developer' or 'The power project being set up by private developer'

Which of the above sentence is correct grammetically and why ?
 
The power project is being set up by a private developer.
The power project is being set up by private developers.
The power project being set up by a private developer will benefit half the state.

However, I have a doubt that what is the meaning or difference between the following sentences. Please clarify me.

1) 'The power project is being set up by a private developer.'
2) 'The power project being set up by a private developer will benefit half the state.'

In the 2nd sentence, it might have been 'of the state' instead of 'half the state'.

The difference is that #2 gives more information: it will benefit half the state.
 
2) 'The power project ​which is being set up by a private developer will benefit half the state.'

I have added two words to Sentence 2 above in red. Does that help you to understand it?
