Is the following sentence correct and natural?

Please note that below guest was crimial, who stolen others guest belongings.
 
It is neither correct nor natural. As to grammatical correctness stolen must be replaced by stole, and "others guest belongings" should be "other guests' belongings". To be natural try:

Please note that the guest named below was a criminal who stole ...
 
Is that meant to be a notice to be put up in a hotel? I thought the sensible thing to do is to bar the person from the hotel rather than having allowing a criminal to stay there.

It makes sense to me that, after discovering that someone had stolen other guests' belongings, a photo and a notice like this would be put up. It ensures that if the same person tries to enter or check in again, they'll be recognised and ejected.
 
I’d be more likely to say ‘a thief’ rather than ‘a criminal’.

This is what our college does on the rare occasion someone is banned permanently from campus, although the picture and notice to notify security is circulated via email nowadays rather than physically posted.

I guess it could also be "Please note that the guest named below is a thief who steals our guests belongings."
