Yes, scanned copies are acceptable since they do not want the original. "Legible copies" are copies of documents that are clear and easily readable. "Complete" means "with all the information required and no missing pages".

On the information you have given us, "legible copies" simply means copies that can be easily read. They are saying that you should send in complete copies, not originals, and that they should be clear enough to read. Not too faint or blurred, for example. So I think that clear scans should be fine.
