[Grammar] Please tell the correct option:-He is NO/NOT stupid.

I think "he is not stupid" should be the answer but the source has mentioned "He is no stupid" as answer.Why so?
And if I am wrong then please provide some explanation.
If both are correct then please state the difference in the meaning.
