or
Center will be closed tomorrow.

I hope you will be fine
or
I hope you will be fined.

"The center will be closed tomorrow." is correct.

Both of your "fine" sentences are good English, but they have different meanings. The first is your wish that someone will be OK. The second says you hope someone levies a monetary penalty upon them. (e.g. "You can't park your car there, I hope you will be fined.")
