For professionals who work with children and adolescents, policies like Florida’s “Don’t Say Gay” law have outsized cruelty — even beyond the enormous harm they will do to the young people we serve.

I understand "policies have outsized cruelty" as "policies have been worse than cruelty". Am I on the right track?
Edit: On second thoughts, I think it means "the negative effects of policies have been more widespread than those of cruelty". Still not sure whether I am correct.
