Can we change #1 to #2 in each sentence?

1)I prefer to drive rather than walk to work.
2)I prefer to drive rather than to walk to work.

1)I prefer to live in the country rather than live in a city.
2)I prefer to live in the country rather than to live in a city.

Yes, if the context makes clear that that is the meaning.
"I prefer to roller skate rather than swim to the island" is ambiguous.
