Pronunciations of the word "material"

I know the common one where the stress is on the second syllable. but I heard a weird one where the stress is at the end (mə-'t air-ee-al) in a speech today. Quote:

"Script act is very simple - it says if you're going to allow the Chinese Communist to censor your movie, the federal government is not going to loan you our equipment and material. We're not going to facilitate making a movie If you're gonna give the Chinese Communists the editing and censoring pen. - Ted Cruz speech on Senate Floor, Jul 22, 2020"
There's currently no full transcript available for this video, I just dictated that from the video, I think the word is material but I don't know why he's pronouncing it that way🤔 or maybe just a mistake?
