It's an expression which has become common in the last ten years or so. Drunken subjects of YouTube videos sometimes say it immediately before doing something stupid that requires both hands. Now people may say it when they think they may be about to say or do something they'll regret later.

I guess she means that she's about to apply some waterproof mascara. She's saying "Hold my beer while I touch up my mascara".
 
"Hold my beer" is the famous last words of the Darwin Award recipient. For example "hold my beer while I jump from the roof into the pool."

I see. I think I misread it then. So she's mocking her own confidence in the mascara? Basically, she's saying it's good advice?
 
There's a lot to unpack here. I think she's saying "watch me do something stupid," but she's actually making the point that it's not stupid.

My guess is that she thinks she's likely to mess it up. I'd have to read the article to know.
