Does "putting names and faces to the numbers" mean "labelling names and faces with numbers (like 1,2,3,.....8,9.............)"?

The pictures (faces) of the victims would also be shown. "Numbers" refer to the statistics of the victims who are growing on a daily basis, and not running numbers as you suggested.
