Which of the following is correct, why?

Please correct me if I am wrong.

1.Qatar's prosecutor general. "General" should be preceded by prosecutor.
2.Qatar's general prosecutor. The noun "general" modify prosecutor. I guess it's correct.
3.General prosecutor of Qatar. I guess it's correct.
 
1. "Qatar's prosecutor general" is fine as it is. 2 and 3 are unnatural.

General is an adjective modifying the noun prosecutor. Compare for example postmaster general, governor general, and attorney general.

Thank you. I am puzzled between omitting 's, and adding 's, as in sentences 1 and 2 and the word order and the preposition "of" as in 3 and 4. The lack of knowledge in these grammar rules have constrained my writing skills. Thank you again for helping me.

3.Egypt's Ministry of Tourism and Antiquities.

4. Egypt Ministry of Tourism and Antiquities.
