Does this conversion work?

She read the children a story.→The children were read a story by her.

It's a possible sentence, but the active sounds more natural.

If you name "her", it sounds more natural, for example "Janet read the children a story", "The children were read a story by Janet".
 
Without 'by...' as:

The children were read a story.

would it sound perfectly natural?

Why did you capitalize the w, by the way? It's 'Without 'by...' as 'The children were read a story', would it sound perfectly natural?'.
