Can I say something reduces the usage of river water? Does that make sense?

Is this sentence correct and natural?

The amount of ocean and sea saltwater is far greater than the river freshwater. Investing in desalination infrastructure can reduce the usage of river freshwater, which has been shrinking.
 
The volume of seawater is far greater than freshwater. Investing in desalination infrastructure can reduce the reliance on freshwater, which is a depleting resource.

Water doesn't shrink. It's the amount of water that shrinks.
