Removal of plural "s" - yes or no?

Would you be so kind as to tell me the following: when should the plural "s" be removed in "abbreviated" forms? For example, Section of Public Utilities may be "abbreviated" to "Public Utility Section" or "Public Utilities Section"? Which one would be correct and why? And what would be the general rule for this plural "s" removal in such forms?

[FONT=&quot]It's a re-wording rather than an abbreveiation. Singular and plural forms do not change. Actually, 'Section of Public Utilities' sounds far less natural to me than 'Public Utilities Section'. If the word were 'Department', either form would be fine, 'Department of Public Utilities' or 'Public Utilities Department'.[/FONT]
