Participants can not withdraw from the contest

Is this sentence correct?

I would suggest "cannot" as one word.
And don't forget you need to end with a period/full stop.
 
How are you going to prevent people from withdrawing?

What if it's a race and one entrant breaks a leg?

What if it's a stand-up comedy contest and one competitor's mother dies suddenly?

What if they simply change their mind and tell you to go away and multiply?

EDIT: On reflection, the above's a bit uncalled-for. Ignore it if you wish. I've just noticed you were asking whether to use 'resign' or 'withdraw'.

I'd change it to "may not", because I think that's your intended meaning. I agree with Rover though - it leaves something unsaid.
