Is this a natural word combination "to withdraw eyes" if you are embarrassed or feel guilty?

No. You may look away from someone in embarrassment.

You can avert or lower your eyes.

You can reduce some of your vision. Is it correct?

 I suppose something could reduce your field of vision, but it doesn't sound natural for you to do it intentionally.

PS There's also the rather formal (and often jocular in informal speech) 'Avert your gaze' - as in 'I'm going to have to get changed here; avert your gaze'.

If I start to change without warning people, they tend to avert their gaze in horror rather than embarrassment. :-(
