Rock Tiger Park just sounds wrong. Like something poorly translated. It tells me nothing about the park compared to Tiger Rock Park.

The first sounds odd to me- a rock might look like a tiger, but a tiger is unlikely to look like a rock.

Tiger Rock Park gives the impression that there is a place in the park called Tiger Rock.
Rock Tiger Park might be an artificial park with rock carvings of tigers in it.
